California Bill Requires Translation of MSDS into Vietnamese

There’s a bill pending in the California State Assembly right now called the Vietnamese Nail Worker Information Act that would require manufacturers of professional-use nail care products to provide MSDS in Vietnamese. If the bill — introduced by State Assemblyman Van Tran — passes, the provisions would take effect on January 1, 2010.

Says Tran: “A significant portion of the nail professionals providing services in salons in California are of Vietnamese origin. This bill is intended to ensure that manicurists receive adequate information of the substances they use in the workplace in a language they can understand.”

Supporters of the bill include OPI, CND, and a number of labor unions.

As a California licensed manicurist I find this bill insulting. Just as I find it insulting that anyone can take the licensing exam in ANY language other than English. By forcing companies to produce MSDS sheets in Vietnamese it will only increase costs to those of us who actually keep MSDS sheets in our salons. I hate to stereotype here but most (not all) salons that have primarily Vietnamese speakers do not conform to basic California sanitation standards let alone keep MSDS sheets in the salon. It would be much more beneficial for the Vietnamese speakers to put a little more effort into learning English, most of their customers would greatly appreciate it and they might even be able to increase their prices (work smarter not harder).
